) Abstract: Logic Frame Method (LFA) is one effective methods of qualitative analysis in project evaluation

It can be widely used in the project decision in earlier stage and post-assessment

It can check the effects and functions of programs with vertical logical relations,and explain the resources and achievements with horizontal logical relations

So, appraising personnel can have a very clear understanding of overall perspective of the item,which is profitable to project evaluation

But LFA has rarely used in hydraulic engineering

The paper uses LFA to appraise the benefit evalaution of water-saving improvement in irrigation district

Useing LFA we can understand clearly the relationship among various factors in water-saving improvement of irrigation district, profoundly analysis mainly influencing factors and key problems, present policies to improve project benefits

It can provide reference for the benefit evalaution of water-saving improvement in China
