） Abstract： This paper presents a new IPTV Model which integrates P2P Architecture and CDN
At the upper level this model uses a content delivery network (CDN) to deliver video from central servers to proxy servers
The lower level consists of several P2P networks which are controlled by proxy servers
VOD, BTV, Service authentication and Charging can be realized based on this Model
Then it mainly analyses the constructing and control of P2P networks and proposes to change the tolling policy
