） 摘要： 以数据仓库技术为基础的BI系统为企业经营决策提供管理信息
本文根据电信企业BI系统建设的经验、现状与需求
详细分析了企业领导、中层管理控制决策者、执行人员的角色特点及其行为特点

） Abstract： Enterprise management and decision-making have been supported more scientifically and rationally by the BI systems built on data warehousing techniques
China telecom enterprises have already built their own business analysis systems successfully
But unsatisfactory practical effect was disproportional to previous huge investment
The main reason was that the same one DSS framework was deployed for different types of decision-makers
Based on past experiences in building BI systems for China telecom enterprises, the roles of all level decision makers and their behaviors characteristics are concluded in this paper
Further, a new framework of business analysis system is designed to deploy DSSs for all types of decision-makers in telecom enterprises to satisfy their different requirements
On the basis of this framework, different DSS processes can be well modeled for different types of decision-makers
Besides, the technical solution is given to implement the framework
And effectiveness and prospect of this framework are analyzed
