） Abstract： Facing the challenge of economic globalization in 21 century, the development of the Chinese society and the development of the higher education urgently request the guarantee and the exaltation of the higher education’s quality
as the third strongest country in economy in the third, Germany once created glorious higher education
Especially, it can recover its international position of higher education quickly after experiencing two world war, which prove that Germany can afford the excellent ability to be used for reference in higher education\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\ns construction and development
This article analyse the necessary researching on higher education quality’s guarantee between China and Germany through analysing the popularize process of higher education in China and Germany
