This text considers that the advantage’s formation is based on conductive mechanism, share resource mechanism, internet opening mechanism, collectivity action mechanism, enterpriser harmony mechanism and group trust mechanism
The sufficiency and validity of resources supply make the function of these mechanisms bring into play
Through the analyze of investigation in Xi’an high-tech development section, Penman finds that high-tech corporations grouped system has the problems of resource supply insufficiently
These problems contain lack of institutional resource sustainability, insufficiency of using science and technology resource, inadequacy of the opening degree of grouped internet resource
They restrict corporations’ further growing
Against the existent problem, this text gives advice about the construction of resource supply ability from government perspective
