） Abstract： The paper proposes a new consistency adjustment method of judgement matrix in AHP together by row and column comparing deviation matrix and constitutes two new indexes: row deviation degree( RDD)and column deviation degree(CDD )measuring the progress of consistence optimization through the analysis of the factors of impact consistency of reciprocal judgement matrix
