） Abstract： This paper proposes a privatization strategy for the transportation network design problem (NDP), which allows the government to adopt the available private funds
The strategy is to maximize the total project benefit, and, simultaneously, guarantee the interests of the existing private operators and road users in the network by finding a free link subset, setting the toll level on each link and determining the corresponding capacity enhancement scheme
The introduction of pricing scheme in NDP can move the trips from the expensive links to the inexpensive ones
As a result, it is more efficient to enhance the latter in the sense of the total benefit
We provide a necessary condition for the optimal privatization strategy, by which, the problem can be reduced to a mathematical programming with general complementary constraints
We find that, under mild conditions, the optimal toll scheme must result in the full utilization of the enhanced links if a strict positive toll charged on them
