） Abstract： Aiming at the dilemma of governing the Common Pool Resource (CPR) in urban communities during transition period, this article explored the choice of governance models of CPR, using the framework of owners’ expectation structure
The econometric analysis show that: the correlation between individual expectation about loss and earning and expectation of dominating resource is significant, but the correlation between the expectation of dominating resource and the expectation of the choice of governance models of CPR is not significant
When we induce the learning experience as independent variable, then the logic correlation is built between the expectation of dominating resource and the expectation of the choice of governance models of CPR is significant
Finally, we emphases that owners should known themselves as main body in governing the CPR
