） Abstract： Nowadays, our county’s higher education has come into general education

In this background, the cultivation of the elite should position itself properly; the research universities should bear the responsibility of the cultivation of the elite

This passage comes up with the ability frame that the elite should own on the basis of discussing the connotation and characteristic of modern elite

And we use AHP and fuzzy evaluation to build target system of the ability of the elite

This will make an important theory value and practical significance
