） Abstract： NGI (Next Generation Internet) is based on IP protocol for IP’s unique advantages
However, IP is connectionless-oriented, which makes it can not guarantee the QoS of its services
On the other hand, VoIP (Voice over IP) and other real-time multimedia services require the network providing QoS guarantees
To solve the conflict, this paper design and implement a kind of VoIP sub-system which can provide QoS guaranteed VoIP service for customers
We validate the VoIP sub-system in the Research and Implementation on China Next Generation Internet QoS system
