） Abstract： It is generally accepted that English learning as a foreign language in China is time-consuming but less effective
This paper intends to find the cause for such a situation in theoretical perspective
In this study, human being, the complex adaptive system operating on the base of language, is defined as the most intelligent complex adaptive system
Second, the problem-solving scheme formed through intuition thinking and suddenly understanding, is defined as the internal language which is the first stage of human languages’ operating scheme
It is shown that there involve three gradually evolving stages in human languages’ operating scheme: internal language, oral language and written language, which, according to the fixed order, are automatically installed into human’s brain
The above findings reinforce the theoretical foundation of the English learning and teaching principles advocated in another published paper with the title of A Quest for the Principles of English Learning and Teaching
On such theoretical foundation, some suggestions about English teaching reform are put forward
